In addition to setting goals for internal operations, the plan calls for establishing a drop-in center by Oct. 1, 2028, and at least one transitional housing and one shelter program with a combined capacity of at least 50 beds by Oct. 1, 2030.

The annual Point-in-Time homeless count will be held on Jan. 30.
