Guam’s Division of Homelessness and Poverty Prevention released its five-year strategic plan Monday, outlining its goals and providing a roadmap for improving services.
Homelessness on Guam increased significantly between 2020 and 2024, from 790 individuals to 1,249 people, according to Point-in-Time Count surveys noted in the plan. The number dropped to 861 in 2025.
The plan also notes that Guam ranks 50th out of 53 states and territories for homelessness assistance funding.
In addition to setting goals for internal operations, the plan calls for establishing a drop-in center by Oct. 1, 2028, and at least one transitional housing and one shelter program with a combined capacity of at least 50 beds by Oct. 1, 2030.
The drop-in center will provide housing navigation and placement, case management, Medicaid and SNAP benefits enrollment, employment and workforce development support and basic needs assistance.
The division operates under the Department of Public Health and Social Services.
