Ex-Saipan police officer arrested, charged in assault case

Former police officer Earl Borja was arrested Friday and charged with assault with a dangerous weapon, assault and battery, and misconduct in public office.

Borja, who resigned from the Department of Public Safety in January, is one of two officers accused of assaulting a 28-year-old man with a disability on Dec. 19 in Marpi.

He appeared in court Monday for a bail hearing before Associate Judge Joseph N. Camacho, who set Borja’s bail at $20,000 cash. He was brought to court in the custody of the Department of Corrections.

The assault was reported on Dec. 22 by the man’s father. The man, who had visible injuries, was taken to the hospital by family members.

The second officer, Elijah Villar, has been placed on administrative duty. No formal charges have been filed against him.

DPS Internal Affairs conducted the administrative review, while the Attorney General’s Office handled the criminal investigation.
