Three people were arrested early Saturday morning on vandalism, theft, and drug‑related charges after police interrupted an alleged fuel‑siphoning incident outside the Saipan Mayor’s Office in Susupe.
In a press statement Tuesday, DPS said a patrol officer spotted a green Toyota Camry parked near the Ada Gym at 2 a.m.
Two men got out and walked toward the Mayor’s Office parking lot, where government vehicles were staged. About 13 minutes later, they returned to the car and drove off.
Officers stopped the vehicle at the entrance to the Mayor’s Office. A consent search turned up a 5 gallon gas container filled with fuel and a green hose in the trunk, both smelling strongly of gasoline. A check of the parking area found a cut fuel hose on one of the government vehicles.
All three occupants were detained.
During a pat-down of a female passenger, officers found a ziplock bag containing a white crystalline substance. A test later showed a presumptive positive for methamphetamine, weighing about 0.57 grams.
DPS arrested 49‑year‑old Albert Kaipat and 34‑year‑old Nola Magofna for vandalism and theft.
Thirty‑seven‑year‑old Norlina Kaipat was arrested on charges of vandalism, theft, and illegal possession of a controlled substance.
All three were transported to the Department of Corrections to be booked and held.
DPS says the case remains under active investigation.
