Torres case ends with settlement, misconduct charges dismissed

CNMI Superior Court Judge Pro Tem Arthur Barcinas on Monday dismissed with prejudice the remaining criminal cases against former CNMI Gov. Ralph Torres after prosecutors and the defense reached a global civil settlement.

Torres had been accused of misconduct in public office, theft tied to premium‑class travel, and contempt of the Legislature. Under the agreement, he will repay $23,745, the additional cost of airfare upgrades. Both sides emphasized the settlement is not an admission of wrongdoing.

Assistant Attorney General David Krach said that after months of review, the evidence was not strong enough to prove criminal violations, but the repayment recovers funds for the Commonwealth and avoids further litigation.

Torres’ attorney, Anthony Aguon, said the former governor fought early on to ensure conflict‑free prosecutors handled the case. Multiple OAG officials were eventually disqualified before an independent prosecutor was appointed.

Torres called the years‑long process difficult for his family but said he welcomed the closure and appreciated the independent review.

Judge Barcinas’ order clears all hearings and deadlines in both cases, ending a legal battle that began after Torres was charged in 2022 following a legislative investigation and impeachment effort in 2021.
