Fired DPS commissioner reinstated

CNMI Gov. David Apatang reinstated Anthony I. Macaranas as Department of Public Safety commissioner Thursday, reversing the termination issued by acting governor Dennis Mendiola on Feb. 23 while Apatang was in Washington, D.C., for 902 consultations.

After his firing, DPS’ human resources officer filed a formal complaint with the Civil Service Commission accusing Macaranas of repeatedly making inappropriate and demeaning remarks toward female employees, along with other allegations of unprofessional and inappropriate conduct.

In a statement to reporters Friday, Macaranas said he was shocked to receive the termination letter but acknowledged that his appointment allows him to be removed with or without cause.

Macaranas said Apatang ordered him to return to work on March 5. “I'm pretty sure that he sought legal advice because of my position that has to go to Senate confirmation… and was advised he can still reinstate without Senate confirmation,” he said.

Regarding the allegations, Macaranas denied any wrongdoing and said he will allow the case to run its course.

“Yes, it's an allegation, but my thought of continuing to move forward this department is my mission. Nothing’s gonna stop me or deter me from doing my job,” he said. “They're here to work. Let them do the work. Let them continue the job they've been tasked to do here. And I will continue doing my work as commissioner.”

Macaranas also said DPS’ HR office never informed him of any complaint prior to his termination.
