Complaint accuses former DPS Commissioner of inappropriate workplace behavior

The Department of Public Safety has filed a formal complaint with the Civil Service Commission accusing former Commissioner Anthony I. Macaranas of making repeated inappropriate and demeaning remarks toward female employees.

DPS’s Human Resource officer delivered the complaint Tuesday morning to the Civil Service Commission, which includes statements from several employees alleging unprofessional and inappropriate conduct by the former DPS Commissioner.

In a March 2 letter to CSC Chairman Raymund Muna, DPS Human Resource Division director Esther B. Delos Reyes cited “repeated instances of unprofessional, inappropriate, and demeaning remarks” allegedly made by Macaranas toward female staff.

One incident involved a female employee preparing to clock out at 4:30 p.m., when Macaranas allegedly responded, “Are you going to cock out or clock out?” In another, he reportedly told two female administrative employees that a 53‑year‑old female police officer should “utilize her private parts” because they were “accumulating cobwebs.”

Delos Reyes said additional remarks about female employees’ physical appearance demonstrated a pattern of behavior inconsistent with professional standards and potentially contributing to a hostile work environment. She noted the concerns were especially troubling during Women’s Month.

Given the seriousness of the allegations, DPS asked the Civil Service Commission to conduct an impartial review and take appropriate action under personnel and workplace conduct rules.

Macaranas has not issued a statement regarding the complaint.

On Feb. 23, Lt. Gov. Dennis Mendiola, serving as acting governor, issued a letter terminating Macaranas’ appointment. After returning from off‑island travel, Gov. David Apatang announced he would reverse the termination and reinstate Macaranas following legal consultation.
