Hearing today on bill to give veterans, dependents free tuition

Veterans and their dependents would be eligible for tuition waivers at the University of Guam and Guam Community College under a bill introduced by Sen. Vincent Borja.

Senators will hear testimony this morning on Bill 202-38, known as the Guam Veterans Higher Education Benefits Act.

The bill would waive tuition, but not fees or other expenses, for up to 90 undergraduate credit hours and 30 graduate credit hours for each qualifying veteran.

The benefit may be used by the veteran or a dependent – either a spouse or an eligible child.

The bill states that no money from the General Fund should be used to implement the measure.

Instead, “the cost associated with the tuition exemptions shall be absorbed by the institution as a civic and public duty."
