Bill would prohibit drones from flying over Guam prisons, detention facilities

Guam Sen. Shawn Gumataotao has introduced a bill prohibiting the unauthorized use of drones over Department of Corrections property and other detention facilities on Guam.

Bill No. 191-38 imposes a $500 penalty or six-month imprisonment for first-time violators and stricter jail time for repeat offenders.

The Department of Corrections, which requested the legislation, has stated that drones threaten the security of jails and prisons nationwide. Drones have been used to smuggle weapons and drugs to people confined in the facilities.

In addition to Department of Corrections facilities, the legislation would prohibit the operation of drones over detention facilities operated by the Department of Youth Affairs, Guam Police Department and the Judiciary of Guam.
