Guam lost about $27 million in federal education grants that its education agency — GDOE — has failed to use on time, drawing sharp criticism from the board and senators.

As a result, Sen. Vince Borja, the legislative committee chairperson on education, libraries, and public broadcasting, has requested a state of emergency declaration and an emergency session regarding GDOE.

He said the return of substantial critical funds for the Education Department, as well as abrupt cuts from ARP funding, risk the progress and efforts being made on refurbishing facilities and addressing public health issues.

"In the upcoming budget, which we're going to start budget hearing soon, we're going to have to make some tough decisions," he said, adding that there will be priorities reassessed.

Borja urged taxpayers to hold leaders accountable.

He also requested that an oversight hearing before this emergency session be scheduled by April 11.
