Sen. Vincent Borja said Guam ranks last among states and territories for annual median wages for education and library occupations. With housing, healthcare, transportation and everyday costs climbing, teachers leave for jurisdictions that pay more.

Many of the Guam public schools were built in the 1950s and 1960s, and most are listed in poor condition, according to Deputy Superintendent Julie Ulloa-Heath.

Guam Sen. Vincent Borja has introduced a bill that would replace the current hybrid board of elected and appointed members with a board that is fully appointed.
