In a video address Wednesday, Gov. Lou Leon Guerrero said

Lawmakers raised concerns about the lack of details about the project and the wisdom of sidestepping the attorney general's legal review.

A session scheduled for Nov. 21 was canceled after a court ruled in favor of landowners in a condemnation challenge, but the governor said that ruling involved a different piece of property.
