Gov. Lou Leon Guerrero has called the legislature into special session this morning to consider her bill that would appropriate almost $20 million to Guam Memorial Hospital and the University of Guam.
Bill 1 (11-S) would send $19,885,394 in excess Section 30 funds to the hospital for the acquisition and implementation of an electronic health records system and to the university for the development of the Blue Economy Innovation Center.
In her letter to speaker Frank F. Blas Jr., the governor said the money would support two critical investments in Guam’s future – the modernization of Guam’s healthcare system and the island’s capacity for sustainable food production and economic development.
Section 30 funds are money collected by the federal government in taxes and fees that are returned to the government of Guam each year. The bulk of the money comes from income taxes paid by military and federal workers stationed on Guam.
Blas has scheduled the session for 10 a.m. today at the Guam Congress Building.
