CNMI Superior Court Presiding Judge Joseph N. Camacho on Wednesday ordered Longgui “Andy” Yan, 39, held on $100,000 cash bail after prosecutors accused him of firing a handgun inside Kiss Bar in Garapan and threatening the owner during a confrontation earlier this month.
Yan faces multiple charges, including unlawful possession of ammunition, discharging a firearm in a gun‑free zone, possession of a weapon while disguised, assault with a dangerous weapon, and disturbing the peace. Prosecutors said he could face penalties ranging from six months to 15 years in prison.
Assistant Attorney General Heather Barcinas urged the court to keep bail at $100,000, noting that investigators found additional firearms and methamphetamine at Yan’s residence after executing a search warrant. She said more charges are expected.
Assistant Public Defender Robert McNeil who represented Yan in the proceeding reserved the right to seek bail modification if a suitable third‑party custodian is identified.
According to the complaint, police responded to Kiss Bar on Aug. 2 after reports of a man entering with a pistol. The bar owner told officers Yan, her ex‑boyfriend, dragged her into a private room, pressed a handgun against her chin, and fired a shot into the floor before leaving. She said Yan later messaged her, threatening to return, destroy her bar, and kill her.
A witness in another room reported hearing an argument and a loud bang consistent with a gunshot.
The owner also reported a separate incident on Aug. 25, saying Yan struck her, pinned her down, and forcibly accessed her phone during a visit to his home. She said she stayed overnight out of fear and saw the same handgun beside him the next morning.
Investigators said the owner reported Yan possessed five to six long guns and one small handgun, which he carried in a black bag. Detectives later confirmed Yan does not have a firearms license.
Yan is scheduled to return to court for preliminary hearing and arraignment.
