GovGuam internet outage linked to Tuesday night power disruptions

A government-wide internet outage was caused by power disruptions and the subsequent draining of battery backups at the Office of Technology, according to the governor’s office.

Adelup spokesperson John Ryan said the outage was related to Tuesday night's power outages, which affected Guam as the island’s power system entered load shedding.

“The vast majority of impacted agencies had service restored by midmorning today,” Ryan said. He added that those agencies are open for business as usual.

Ryan also said there is no indication the outage was caused by a cyberattack.

“There is no nexus with hacking, malware, or any kind of ‘attack’ on the government-wide computer network,” he said.

The internet outage followed power disruptions across Guam Tuesday night.

According to Guam Power Authority, emergency repairs at the Piti 8 baseload plant caused power generation to fall below demand, forcing the island into load shedding.

GPA said the Ukudu Power Plant had all three gas turbines running, but at limited output. The Ukudu steam turbine was also offline for repairs.

Residents in some areas experienced multiple rotating power outages as a result.

The power disruptions subsequently drained the uninterruptible power supply, or UPS, battery backup bank at the Office of Technology, contributing to the government-wide internet outage.

As of Wednesday morning, the vast majority of affected government agencies had internet service restored and had resumed normal operations.
