The Guam Legislature will be in session Monday morning to consider Gov. Lou Leon Guerrero’s revised fiscal 2027 spending plan. The new plan retains the Business Privilege Tax at 4%, a rollback that was approved last year.
The governor’s initial budget bill was rejected by senators, who introduced and later passed a substitute budget bill.
Last week, the governor vetoed the substitute budget bill.
Leon Guerrero said the vetoed budget reduced recurring government revenues without identifying replacement funds. She said her new proposal includes updated revenue projections recognizing approximately $18 million in additional recurring Corporate Income Tax collections.
The governor said the vetoed budget would have led to significant cuts in Medicaid local matching funds and other Public Health programs, senior citizen services and public safety recruitment.
Session will get underway at 10 a.m. in the Guam Congress Building.
