The Guam Legislature has passed a substitute budget bill by a vote of 8-7, with Republican Sen. Telo Taitague joining Democrats in voting against the measure.
Gov. Lou Leon Guerrero has said she will veto the bill.
The governor submitted a budget with a 4.5% gross receipts tax, but the Legislature’s substitute budget, Bill 266-38, rolled back the tax to 4%.
The governor described the Legislature’s budget bill as “unreasonable and unacceptable,” saying it jeopardizes funding for education, healthcare, public safety, and other essential services.
If the governor vetoes the bill, the Legislature would need 10 votes to override her veto.
