Chinese national gets 24 months for illegal ammunition possession

A Chinese national whose assault and kidnapping case was dismissed in Superior Court last February has now been sentenced to two years in federal prison for unlawful possession of ammunition.

Federal prosecutors said Bai Yichuan, 40, received a 24‑month sentence from Chief Judge Ramona V. Manglona Friday for possessing 15 rounds of 9mm ammunition while living illegally in the CNMI. Bai also received one year of supervised release and must report to immigration authorities for removal after completing his sentence.

Bai’s federal conviction stems from a 2025 DPS arrest, when officers found a loaded Sig Sauer magazine in his bag. He admitted owning the ammunition but denied having a firearm.

The sentencing follows the dismissal of assault and kidnapping charges tied to an August 2025 Chinatown incident involving tour guide Jijing “Jimmy” Borja, who has since been ordered removed from the CNMI. A third defendant, Hee Jung Hwang, was previously removed by ICE.

Bai has lived unlawfully in the CNMI since overstaying his parole in 2019 and was ordered removed in 2021 after a methamphetamine trafficking conviction. He was later deemed a fugitive after failing to report to DHS.

U.S. Attorney Shawn Anderson said the case underscores federal efforts to keep communities safe by prosecuting illegal possession of ammunition.
