The Office of the Attorney General has dismissed with prejudice the misconduct in public office charge against Henry S. Sablan Hofschneider after he entered a civil settlement with the Commonwealth.
Superior Court Associate Judge Kenneth L. Govendo approved the agreement Monday and granted prosecutors’ request to drop the case.
Assistant Attorney General Olga Kelley said Hofschneider accepted the Commonwealth’s offer and entered a civil compromise, leading the OAG to seek dismissal. Hofschneider had been accused of improperly receiving a lump‑sum annual leave payout as part of a broader case involving 15 Saipan Mayor’s Office employees. He denied the allegations.
Under the settlement, Hofschneider will repay $15,000 in monthly installments beginning in March 2026. His 335 hours of annual leave will be restored, and the agreement states he is not convicted of a crime.
The broader case remains pending. Co‑defendants Larissa Sablan Flores, Teresita Borja Camacho, and Eloida Dela Cruz Macaranas are accused of processing or receiving unauthorized payments totaling more than $98,000 in 2023. Flores and Macaranas have pleaded not guilty. No updated court information was available for Camacho.
Misconduct in public office carries a maximum penalty of 10 years in prison and a $50,000 fine.
