DYS: 2 newborns tested positive for meth

Two newborns in the CNMI tested positive for methamphetamine at birth during the first quarter of FY 2026, according to new data released by the Department of Community and Cultural Affairs’ Division of Youth Services–Child Protective Services.

The agency said the substance‑exposure cases were among the most serious concerns reported from October through December 2025, prompting immediate safety checks and coordination with partner agencies.

On Saipan, CPS received 91 new reports in the first quarter, involving 278 children and 217 allegations. Combined with 478 carryover cases from FY 2025, Saipan is now managing 569 cases involving 1,598 children.

Tinian began the fiscal year with eight carryover cases involving 13 children and received three new reports in the first quarter, bringing its total to 11 cases involving 20 children. Rota reported four new cases involving 10 children, adding to five carryover cases for a total of nine cases involving 22 children.

Across the islands, the most common reports involved educational neglect, wellness checks, emotional and physical abuse, domestic violence, and drug concerns in the home. CPS also handled four cases involving child pornography and digital exploitation, all of which were referred to law enforcement.

In addition to the two meth‑exposed newborns, CPS reported one parent who tested positive for cocaine.

The agency also managed 20 wardship cases in the first quarter, involving 43 children placed under court protection due to safety concerns.

DYS Administrator Vivian T. Sablan said more families are seeking help before crises escalate, adding that early intervention remains critical. CPS Supervisor Mariah Manglona said the data reflects difficult realities but emphasized the importance of transparency and community awareness.

DYS encourages residents to report concerns and to learn more about foster care and kinship‑care opportunities as the agency continues its work across Saipan, Tinian, and Rota.
