Educators with 25 or more years of verified service on Guam are eligible for a lifetime teaching certificate under a bill signed into law by Gov. Lou Leon Guerrero.
The bill was introduced by Sen. Vince Borja to reduce what he described as unnecessary bureaucratic barriers.
Borja said the law recognizes that after 25 years of service, educators have more than earned trust, respect, and stability.
The law also allows recently retired teachers in good standing to apply for lifetime certification, making the process easier for experienced educators to return to the classroom.
