Special session Friday on using ARPA funds for Mangilao infrastructure

Gov. Lou Leon Guerrero has called for a special legislative session on Friday to discuss a bill that would authorize the installation of infrastructure in Mangilao using American Rescue Plan Act funds.

A special session was held to discuss the same legislation on Sept. 29, but that session was adjourned without action.

The governor reserved more than $100 million in ARPA funds to establish a new public hospital on Guam. The deadline for obligating the funds was Dec. 31. 2024, so the money must be used for that purpose.

If the money isn’t spent by Dec. 31, 2026, it will be lost.

In her letter to Speaker Frank Blas Jr. calling for the session, the governor noted the legislation has already had a public hearing.

“The urgency of this measure cannot be overstated,” the governor wrote. “The Guam Power Authority and the Guam Waterworks Authority have initiated procurement efforts to install critical power, water and wastewater infrastructure in Mangilao. These projects will significantly improve the quality of life for people in one of Guam’s fastest growing communities.”
