Notarized bill of sale no longer needed for vehicle transfers

Guam residents transferring vehicle ownership no longer have to present a notarized bill of sale at the Department of Revenue and Taxation.

The department announced Thursday that the requirement, which has been in effect since August, was eliminated because of an amendment to the 2026 budget bill.

Senators overrode the governor’s veto of the budget on Monday.

Those transferring vehicle ownership still need a bill of sale with the vehicle identification number, signatures of buyer and seller and sales price.

They'll also need:

  • Endorsed certificate of ownership/title
  • Photocopy of the seller's driver's license or ID card
  • Proof of insurance
  • Safety inspection

The amendment was introduced by Sen. Telo Taitague. She said the requirement had unintended consequences. Notably, it created hardships when people moving off island sold vehicles.
