Del. James Moylan and Gov. Lou Leon Guerrero have sent a joint letter to the Department of War calling for the creation of an Economic Adjustment Committee, or EAC, in response to the Enhanced Integrated Air and Missile Defense project on Guam.
The request comes after the Record of Decision for the project was finalized on Sept. 8. Moylan, who previously secured language in the National Defense Authorization Act directing a feasibility study on the need for an EAC, stressed that Guam should not bear the impacts of the military buildup without strong federal coordination.
An EAC would bring together federal agencies to work directly with local leaders on infrastructure, environmental and community service needs related to the project. Moylan said the committee is essential to ensuring that the missile defense system moves forward while protecting the island’s resources and quality of life.
Leon Guerrero joined Moylan in urging federal accountability and emphasized that the scale of the project requires proactive coordination to address its impact on Guam’s community.
