Senators pass $40M funding measure for GMH

Senators approved $40 million in funding for Guam Memorial Hospital on Sept. 11, 2025.

Guam senators passed a bill Thursday introduced by Gov. Lou Leon Guerrero providing $40 million to Guam Memorial Hospital.

After going into special session Wednesday, the Legislature heard testimony from Department Administration Director Edward Birn and representatives from the hospital.

When questioned by Sen. Soe S. San Agustin, hospital Administrator and CEO Lillian Perez-Posadas explained that the $40 million “includes the $26 million that we owe vendors, which is our accounts payable, and that continues to grow on a daily basis.”

She said the $40 million also includes capital improvement projects.

The money would be appropriated from the General Fund and handled by the Department of Administration.

An amendment introduced by Sen. Telo Taitague and co-sponsored by San Agustin allows the hospital to access $5 million for electrical repairs and $5 million for information technology upgrades when an emergency is declared

Session resumed Thursday morning, and continued in the afternoon. After being amended and approved by the Committee of the Whole, the bill went into the voting file and was approved by a vote of 13-0.

It now goes to Leon Guerrero for her signature.
