The Guam Legislature will return to session Wednesday after the governor vetoed the fiscal 2026 budget bill and sent a substitute bill to the legislature.
In a brief session late Friday, Speaker Frank Blas said the senators would have time to review the substitute bill before discussing it.
The governor called the senators into a special session late Friday, where Sen. Chris Dueñas said the governor’s substitute bill was largely different from the version debated and passed by senators.
The bill approved by the legislature in an 11-4 vote rolled back the Business Privilege Tax to 4.5% this year and to 4% next year.
The version offered by the governor kept the BPT at 5% and earmarked $40 million for emergency repairs at Guam Memorial Hospital.
Session resumes at 9 a.m. Wednesday.
