Amendment eliminates notarized bill of sale requirement for Guam vehicles

Senators approved an amendment to the fiscal 2026 budget bill eliminating the requirement for a notarized bill of sale for vehicles.

A recent law was designed to simplify the transfer of vehicle titles by basing the tax on the actual vehicle price rather than the Kelley Blue Book value. Senators said the new method would ensure a fair taxation process and reduce financial burdens.

But the law also required a notarized bill of sale.

Sen. Telo Taitague said she introduced the amendment because the requirement had unintended consequences. Notably, it created hardships when people moving off island sold vehicles.

The amendment will be effective when the budget bill is passed into law.
