GWA board reviews sewer project, pump reliability, and GMH delinquency

The Guam Waterworks Authority (GWA) board focused on major infrastructure and financial updates during its recent work session, including progress on the islandwide sewer collection project.

Board members reviewed an amendment to Brown and Caldwell’s task order for the project, which would expand sewer line repairs and add design work for gravity mains in southern Guam. The project is part of GWA’s ongoing efforts to meet a federal consent decree requiring upgrades to the island’s wastewater system.

Officials also reported that wastewater pump reliability remains a concern. About 85% of pumps are currently operational, with some lift stations lacking redundancy. When backups fail, GWA relies on trucked services and relocation to prevent service interruptions.

Finances were also a key point of discussion. Guam Memorial Hospital was flagged for being six months behind on water payments, with an overdue balance of roughly $300,000. Board members raised questions about the lack of response to collection efforts and the need for stronger payment enforcement.

Meanwhile, GWA is preparing to request a nine-month extension to complete a court-ordered water tank project originally scheduled to finish by the end of 2025. If granted, the new deadline would shift completion to September 2026.

The board also heard updates on discussions with Palau’s utility agency about establishing a mutual aid agreement. Similar to Guam Power Authority’s partnership with Palau, the arrangement would allow for resource and technical support during emergencies.
