Guam business leaders call for procurement reforms

A group of business organizations is urging the government of Guam to implement procurement reforms.

The Guam Chamber of Commerce, Guam Contractors Association and Guam Travel and Tourism Association released findings Tuesday from a June summit held to find solutions to procurement problems.

The group called for legislative reforms to clarify conflicting laws regulating procurement authority, saying chief procurement officers need to be able to execute contracts efficiently.

They also urged the legislature to modernize outdated procurement statutes and remove procedural bottlenecks.

Procurement training and certification, an issue that has been brought up in legislative hearings in recent months, was also encouraged to keep agency staff up-to-date.

Participants also want Gov. Lou Leon Guerrero to appoint and convene a procurement advisory council to “provide essential guidance and oversight, ensuring all agencies remain aligned with the principles and laws governing procurement in Guam.”
