FBI to close investigation into former CNMI Governor

The Federal Bureau of Investigation (FBI) has announced it will formally close its investigation into former CNMI Governor Ralph Torres.

The investigation began in late 2019, when the FBI executed search warrants at the Governor’s Office, casino investor Imperial Pacific International (IPI), and an IPI consultant. The probe centered on allegations of wire fraud and money laundering, stemming from a suspected conspiracy by foreign entities to influence CNMI officials for preferential treatment.

“All investigative actions related to those warrants have now concluded,” said FBI Assistant Director for Congressional Affairs, Marshall Yates, in a letter to CNMI Delegate Kimberlyn King-Hinds. “The FBI will formally close the case once the disposition of evidence is complete, in line with standard procedures.”

Yates emphasized the agency’s commitment to transparency and accountability, especially in cases involving public officials.

In addition to the Capitol Hill office, FBI agents reportedly searched Torres’s residence, vehicle, a realty office, and several apartments.

Delegate King-Hinds shared the letter publicly, stating: “In a recent meeting with the FBI Director, I requested an update on the investigation into former Governor Torres. This letter is the response I received. Given the public interest in this matter, I am sharing it with the community.”

Torres had denied all allegations of any wrongdoing and maintained his innocence in public statements.
