Guam Lawmaker proposes commercial mineral extraction in Land Trust properties.

A lawmaker is proposing to lease some of the Chamorro Land Trust Commission or CLTC properties for commercial mineral extraction under new legislation.

Senator Joe San Agustin introduced a bill aimed at addressing a longstanding backlog of homestead applications and generating revenue by developing a portion of Lot 5412 in Mangilao.

Bill 7-38 (COR) would allow the CLTC to lease or license up to 9% of its unassigned land inventory, with specific legislative and commission approval required for any mineral extraction.

San Agustin says the proposal could yield millions in revenue and housing.

Supporters say limestone quarry could also lower construction costs and create up to 80 new lots, but other lawmakers raised concerns about environmental impact, compliance monitoring, and prioritizing homesteaders.

Initial estimates suggest the project could bring in up to $6 million over several years and eventually create between 40 to 80 new homestead lots.

The CLTC board will review and discuss the bill’s proposal on July 17.
