Guam Legislature holds confirmation hearing for Land Use Commission members

On Tuesday, the Guam Legislature held a public hearing to confirm Ronald C. Pangilinan and Leilani R. Flores as Guam Land Use Commission members for a five-year term.

Vice Speaker Anthony Ada conducted the hearing, joined by Senators Telo Taitague and William Parkinson.

Vice Speaker Ada reviewed both nominees’ attendance records during the hearing and reminded them to prioritize regular participation in future committee meetings.

Senator Taitague questioned the nominees on their familiarity with the Guam Land Use Commission’s website and confirmed their commitment to keeping minutes up to date. She also raised concerns about land use applicants feeling the need to seek legislative help for zone change requests. Flores and Pangilinan agreed that applicants should be able to work directly with the Guam Land Trust Commission and pledged to address this issue within the committee.

Leilani R. Flores has served on the commission since 2019. Ronald C. Pangilinan joined in 2024. Both nominees were approved to move forward for final confirmation during the upcoming July 2025 session. The legislative session has been rescheduled to extend through Aug. 1.
