The Guam Legislature wrapped up its June session with a packed agenda. The legislative branch approved past records, introduced new legislation, issued committee reports, and voted on dozens of bills and appointments.

One of the bills passed was a measure designed to enhance Guam’s emergency preparedness by formally incorporating the Guam Comprehensive Emergency Response Plan (GCEMP) into law. It requires GCEMP to be updated and exercised every year, something that has not happened since 2016.

Speaker Frank Blas Jr., who authored the bill, expressed gratitude to his legislative colleagues for their support and emphasized the bill’s importance for Guam.

“In the period preceding Typhoon Mawar and its aftermath, the response was poorly managed,” said Blas. “Strengthening our emergency response capabilities is not merely policy, it’s about saving lives and protecting our island.”

The bill received support from Guam Homeland Security and now awaits the Governor’s signature.

Lawmakers also advanced legislation on Medicaid access, food assistance, education, and cultural preservation. Several government board nominations were also approved.
