A path to recovery: CNMI Mental Health Court's treatment-focused approach

Established in 2021, the CNMI’s Mental Health Court focuses on treatment rather than punishment. It operates alongside the Drug Court but prioritizes mental health care, using a “whole person,” or a holistic approach to address each participant’s unique needs.

The goal is to reduce repeat offenses and help individuals recover through therapy, medication management, and support services.

Court Docket Manager Victoria Matsunaga explained that while some individuals may also struggle with substance use, the Mental Health Court is designed for those whose primary issue is a serious mental illness.

Matsunaga said the treatment court works. "And they save lives. They save money, they save time.”

Plans are also underway to expand the model to include a Veterans Treatment Court, recognizing the unique challenges faced by former service members.

With mental health concerns rising, especially among Pacific Islanders, advocates say this court is a step in the right direction.
