At the National Governors Association's 2025 Winter Meeting in Washington, D.C., governors from across the United States, including Guam's Lou Leon Guerrero, approved a bipartisan resolution outlining federal priorities for the 119th Congress and the administration.
The resolution emphasizes enhancing emergency management, streamlining permitting processes, and securing flexible funding for programs such as Medicaid, Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF).
Governor Leon Guerrero highlighted the importance of unity among governors, particularly in response to evolving federal policies. “I remain committed to ensuring that Guam’s voice is heard and that our priorities—enhancing emergency management, streamlining permitting processes, and securing flexible funding for programs like Medicaid, SNAP, and TANF—are central to our advocacy efforts with Congress and the Administration,” said Leon-Guerrero.
The resolution also calls on the federal government to honor existing commitments to federally funded projects across states and territories.
