Travelers from Guam transiting through Honolulu will soon experience a smoother journey, thanks to a new policy implemented by the Transportation Security Administration (TSA).
The change addresses a longstanding complaint from passengers arriving at Daniel K. Inouye International Airport. Due to Guam's status as outside of the U.S. Customs' jurisdiction, Guam passengers transiting in Honolulu were previously required to collect their checked luggage and transport it to an outside TSA baggage drop—forcing them to leave the secure area.
Guam Delegate James Moylan, who worked with TSA to address the issue, highlighted the challenges this posed, particularly for elderly travelers, those with disabilities, and families.
Under the new Alternative Operating Procedure (AOP), a designated baggage drop has been established closer to the carousels within the airport’s secure zone, streamlining the process for passengers.
According to a press release from Congressman Moylan's office, this AOP balances efficiency and security, aimed at simplifying the process while ensuring TSA and CBP still prioritize security.
The procedure will undergo a review after one year to assess its effectiveness and make any necessary adjustments.
"There is great appreciation for the collective efforts in addressing this problem. Thank you to Mr. Sam Shinohara and his team at United Airlines for assisting in this advocacy and, of course, to the federal partners of TSA and CPB. While we pounded all these entities with numerous letters, we commend their efforts to remain resilient and identify solutions," added Moylan.
