2024 Elections: Guam and CNMI
For residents of Guam and the Commonwealth of the Northern Mariana Islands (CNMI), here’s a summary of what to expect in the 2024 elections:
- Both Guam and the CNMI will vote for their non-voting Delegates to the U.S. House of Representatives. These delegates represent their territories on issues like federal funding, infrastructure, and local concerns, although they can't cast votes on the House floor.
- Residents will also vote on various local leadership positions that affect essential services, like education, healthcare, and infrastructure improvements.
- Guam holds a "straw poll" for the U.S. presidential race. While the vote doesn’t count in the official electoral outcome, it allows residents to express their stance on the presidential candidates and policies impacting the territories.
Republican Kimberlyn King-Hinds Wins NMI Delegate Race

Advocating for a stronger tourism industry and diversifying the economy, Northern Mariana Islands (NMI) Republican Party candidate Kimberlyn King-Hinds was elected by CNMI voters to represent them as their new non-voting delegate to the U.S. Congress.
She won the five-way race for the delegate position after the Commonwealth Election Commission (CEC) tabulated the ballots and declared her as the top vote-getter.
King-Hinds garnered 4,931 votes, 40% of the 12,225 total votes cast on the Nov. 5 election day for the delegate position.
She bested Edwin Propst of the Democratic Party who received 4,067 votes, or 33% of votes cast and came in second.
According to CEC’s 2024 election results, 2,282 voters voted for John Oliver Delos Reyes Gonzales, James Rayphand received 665 votes, while Liana Hofschneider received 280 votes.
Gonzales, Rayphand, and Hofschneider ran as Independents.
Propst, Gonzales, Rayphand, and Hofschneider issued statements expressing their appreciation to their supporters.
Last February, Democratic Rep. Gregorio Kilili Sablan announced that he is not seeking a ninth term after careful consideration and consultation with his family and supporters.
Sablan, a former CNMI House member and election commission executive director, was elected delegate in 2008 as an independent candidate and was re-elected in seven subsequent terms. He ran as a Democrat only in 2022.

Early voting period for CNMI elections ends Monday
As of Nov. 3, a total of 4,529 people voted, according to Commonwealth Election Commission executive director Kayla Igitol.
