The former interim executive director of Guam Regional Transit Authority was arrested Monday in connection with a terrorizing complaint after he was accused of taking out a handgun during an office argument.
Richard Ybanez, 52, who is currently listed on the GRTA staffing pattern as a special project officer, was placed on administrative leave after the Oct. 4 incident was reported, Adelup spokesperson Krystal Paco-San Agustin said.
According to police, Ybanez is accused of taking a holstered firearm out of his backpack and placing it on a table during an argument. Police said a person present during the argument believed Ybanez was capable of using the firearm to hurt someone and was afraid to return to work because of Ybanez’s behavior.
Police located Ybanez at his residence, and his registered firearms were confiscated with his consent. He was arrested, booked and confined at the Department of Corrections, and the case has been forwarded to the Office of the Attorney General.
